Possible elaborate hoax, but the combination of Skunk Works and Lithium may give it some credibility? Lithium and it's isotopes (number of neutrons) appears to be significant in both Rossi's E-CAT "fusion-in-a-bottle" and Lockheed's "fusion-in-a-truck" devices. Lithium-ion batteries and capacitors are widely used in high density energy storage applications (see links below).
