Lock washers are more of a problem then a cure.

Gr 8 flange bolts and loctite, serrated flange nuts or reversing locknuts if nuts are required....I prefer the High Strength Retaining Compond (in Cat speak) or Bearing Mount over the weak threadlocker numbers, not sure of the Loctite number because it is cheaper from Cat. Yeah, you may have to heat it to get it out, but the idea is to not take it out. If you have to heat it the world won't come to an end.
