Is this a solenoid operated valve? 

Sounds like what the header valve on a 9000 series Deere combine commonly does.  There is a poppet inside which hangs up, if you replace it the valve will work for a while, then you will have to replace it again.  I think the real fix is to replace that section of the valve body.
