the harvest price is used to calculate "actual reveune." The actual revenue is compared to your guaranteed revenue to determine if you have a claim or not. If the price drops(for CRC) more than $1.5 from spring to fall, then $3.90 will be used to calculate actual revenue, while your guarateed revenue will be based upon $5.40.
