I think it would be worth his while to rig up a system like described using either hot water or steam to unthaw it. Reason being is that if the ground around the pipe is below freezing now there is a good chance that it will happen again and if he hires it done he may have to hire it done again. If he puts a little money into his own device at least he can fix it the next time for free. A hot water pressure washer with the wand removed is a ready made unit good for unthawing pipes. From the sounds of it he may be able to pick up a little extra work with it around his neighborhood if he wants to as well. Hopefully this is the coldest winter we have to experience for a long time so it may not happen again but to prevent it a few sheets of styrofoam or bales on top of the pipe through the winter might be well worth the effort from now on.
