I don't know, but I suspect it has to do with two different ways of listing the 'size' of a picture.
There is the file size.
And there is the resolution.
It appears from above you need a resolution of 100x100 or less? That is the size the picture appears to is.
Then there is the file size, which is how much room it takes on a hard drive.
Perhaps there are restrictions of both for the avatar (what you call personal picture)?
