yeah, sometimes the spring-loaded capsule in the ball joint at the end of the throttle cable collapses or weakens, and when the governor pushes against the weak spring, it's just like throttling back. You have to be watching the governor linkage under full-load operation to see this one. DO NOT GET DOWN IN THE ENGINE COMPARTMENT!~ dOHH!!~ you can leave the lid open and ride along in the heat blast on the LH side to see if this is also a problem.
