The aneroid for the injection pump and the manifold pressure line going to the turbo wastegate actuator are sourced from the same elbow at the intake manifold. What often happens is the turbo wastegate actuator diaphragm will rupture. The leakage will bleed off all pressure from the intake manifold fitting, which has a very small orifice in it. The injection pump aneroid requires at least 12psi to move the rack to full power, so you will lose about 75 HP. (as measured by dyno on similar 8.3L engines on Magnum tractors.)
To see if that is the problem, simply remove the rubber hose fitting at the turbo wastegate fitting, and block the hose (the end that goes back towards the injection pump side of the engine) with a 1/4" bolt. If the turbo wastegate was leaking, you'll get your power back. You should also inspect the tubing for rubbing or heat damage; it takes very little leakage to lose your aneroid pressure.
I would not operate the combine with the bolt for very long; the wastegate is there to prevent the turbo from boosting above about 27 psi. Excessive boost can cause you some very expensive problems.
