Subject: Bosch MW pump adjustments.

Hi. I just had the pump and nozzles rebuilt on my 1680 with a dti466. It has the bosch MW style pump. The dealer outsourced the rebuild and I think they bench set it for a different application,.......or something. My service manual and owners manual both state a timing of 25 degrees btdc. The pump came back with a tag stating to time it at 19 degrees. ??? Anyway, the high idle rpm is right on, but the governor allows the engine to drop too many rpms under load before it trys to hold it. Under the load I'm putting on it, it should hold steady at around 2670 to 2690 rpm. It drops to 2590 to 2610 before it starts holding. The dealer is clueless, and the company they sourced the rebuild is closed for the weekend. Any ideas what screw i should start turning?
Thanks.
