The lime berms here work...I've seen on or two full due to some sort of problem.  Most of our soil has permeability approximating that of stainless steel so it doesn't take any major effort to go find good clay and haul it in from thirty miles away like some areas probably have to. 

I'd have to say that ag seems to do pretty well when it comes to keeping regulatory nonsense at bay politically.  I don't think the oil patch has anything on us there, at least in our state.
