More passes, smaller implements. Yep, I get it. So they will be motivated to spend more time filling the holes (in a minimally damaging way), or finding ways to keep the burrowing creatures in check.

You're right, western hay production isn't something I comprehend very well. But I do know enough about soils to realize that plowing isn't a good option.
