Why are they promoting spraying aphids before thresholds??

It's not about threshold. They are advertising to spray now, even though you may have NO aphids. Do it now, and the residual will protect you IF you get an aphid influx in the next 21 days.

We scout very closely, not only for aphids, but also bean leaf beetles. We raise seed beans and they are very concerned about beetles spreading bean pod mottle virus, which makes ugly bean seed. Our scouting experience has been many times we have seen very low populations, the beneficials move in, and crash, down go the harmful ones. Work with nature, not against it.
