The gravel will work if you install it on grade just as you would a tile of any type. I hear folks talking about tile inlets on AG Talk a lot, but we never let surface water get in our tiles. We drain surface water with grassed waterways etc. I expect if your gravel reached the surface when you were filling the trench, it would soon be mixed with enough soil to prevent a lot of surface water from getting into it.

As others have said, the useful life of the gravel is going to depend on how fast it is silted in with clay.
