Subject: Bin site design question

Bought a used leg this spring and trying to decide where to install it. My preferred site has 2-10K bins and would possibly add 2-4 40K's in the near future. Problem is electric company charges 16 cents/kw (3 phase is available). Second possible site has 4-6K bins and a electric company that charges 9 cents/kw but no 3 phase (30% of ground nearby). Have an old phase converter that might be usable/dependable. Third site is non-established but has 3 phase available at 9 cents/kw, neighbors 100 yards away who presently have "peace and quiet" and is 3-5 miles from a majority of our farm ground (10 percent of ground is near bin site).
My father prefers the new site. I probably prefer the first site because of location (50% of ground within a mile). What would you do??? Is the site needing a phase converter a viable option?
Thanks. Dan
