This is an odd idea, so if you try it, limit to strips. Maybe try adding an extreme dose of powder peat innoculant along with the graphex and apron. I don't see any reason why Apron Star would kill the innoculant. Perhaps you have a native microorganism in the soil that feeds on the innoculant, or your innnoculant is killed/diminished during shipping due to temperature or handling. I use ABM and have good nodulation, but shipping is very short. Perhaps arrange high care (cost) shipping for your innoculant.
