| I don't know about the claimed catalytic effect, but most say it takes more energy to separate water into hydrogen and oxygen that you get from burning them. There are more efficient ways to get hydrogen from water than electrolysis. But they aren't so portable.
There was a farmer near Rippey Iowa running his pickup on hydrogen made from solar and wind power at least 30 years ago. Its possible, its just not energy efficient.
