I have not seen that with Gramoxone, doesn't mean that is not the problem. I suppose you could have burnt the stem at the soil level and caused the problem but it could be a canker although the area is very localized and disease usually spreads more than what is shown.
I would get a pathologist out there if possible and someone who has seen lots of chemical injury in their experience.
