For me when somebody said potash is talking about product, when somebody said potassium is talking about K cation, I always prefer to talk about the element after any other could use it to calculate the amount of fertilizer he likes to use, but... sometimes people mix names and concepts.

Coming back to your question, for me in this case he was talking about the element.

We can check it, he is talking about to rise from your K 1.5 % BS to 2.5%, it's 1%, using formulas we find:

%K BS = 100 * K meq/100 gr soil / CEC = 1

so rearranging

K meq/100 gr soil = 1 * CEC / 100 = 1 * 30.8 /100 = 0.308

using formula

Cation ppm / Cation ppm/meq/100 gr soil = Cation meq/100 gr soil

and rearranging

Cation ppm = Cation meq/100 gr soil * Cation ppm/meq/100 gr soil

so

K ppm = K meq/100 gr soil * K ppm/meq/100 gr soil = 0.308 * 391 = 120

K lbs/acre = K ppm * 2 = 120 * 2 =240 lbs/acre

According to K source you like to use now you need to calculate the amount of fertilizer to have that 240 lbs of K element. If it is KCl, K content is 50%, so you need to put 240/50% = 480 lbs/acre of KCl.

I know for many people all this is a mystery so I preferred to do the math to be clear about what we are talking about.
