Had a professor who did consultation for the railroads on logistics of moving massive quantities of stuff from ports to wherever. He said that the rail cars are full leaving SanFran/LA/SanDiego harbors but only 1/3 head back with a load. That is why it is cheaper to rail to the West Coast than it is to rail anywhere else.

There is a company in Cary, NC that was put together by a consortium of railroads to try to figure out a routing algorithm to get their load percentage up. The company has alot of very smart IEs, statisticians, and math types that kinda exceeded all expectations once they got going. The rail system, after almost going belly up back in the 80s, now has the highest percentage capacity and efficiency of any transportation system for bulk quantities. Of coarse, it only goes where the tracks go, but they move it very efficiently now.
