Still a lot of variables here to narrow down the culprit if there is one.
You need to test the amperage draw when the motor is cold and when it gets hot.Most motors will lose power as the heat goes up.
The other sweeps? same grain same type augers and troughs? Do the other sweeps have same size pulleys etc. Yes running the belt to tight will increase power requirements.

You will have to fine tune the questions to ever come up with an answer. Although a good electrician should be able to spot a problem.

My advice is start with an empty power sweep system and see where the problem starts may just be a bad bearing. Same with the batco,run it empty and slowly start putting a load on it.You may have the incline to steep.
Have more questions than answers.
