Mark, I don't know how you registered, but I don't see a Mark Williams on the list. If you have registered once, you won't be able to register with that name a second time. I suspect what may have happened is that your login cookie has expired. Seems they have a 60 day lifespan. Every 60 days you need to login again. There should be a small login link beneath the green bar at the top of the page. Try logging in instead of re-registering.
