If you're talking about http://www.rw-designer.com/picture-resize the web page contains no malware, nor does the PhotoResize400.exe file that you can download from the icon on the right.
Maybe the site was temporarily hacked, but it's fine now.
I think it's still worth mentioning the tool, as it is very simple and convenient.
