Microsoft has a free picture resizer that is easy to use for XP. There is a place that has it or tells you how to make it work on Win 7 too, I can't remember how I got mine on 7 but I've got it and it is very easy to use. Do a google search and you can probably find it.
Window's Powertoys picture resizer. Works on windows 8 to and I haven't found anything easier.
