Will loading W7 reformat the drive? I don't want any chance of this virus surviving.
Reformatting does not get rid of rootkits, hence the name. They reside at the root of the disks, before the partitions. But deleting and recreating the partition during Windows setup booted from the DVD as already suggested should do the trick, together with the quick reformat option. (No need for slow reformat.)
Since you mentioned both XP and Windows 7, if you go for the latter, make sure your XP hardware can support Windows 7. Otherwise reinstall XP if Windows 7 feels too slow, or upgrade some components like memory.
