a hp is a hp. its a basic math formula based on torque at rpm. a 100 hp engine at 4000 rpm makes the same torque as a 200 hp engine at 2000 rpm.

torque rise is a charectoristic or feature of an engine. a 150 hp tractor from 1973 had very little "lug" or torque rise. a new 150 hp tractor has a lot of torque rise so yes its RATED at 150 hp but its peak hp might be 170+ hp giving it a lot more "lug". that and along with cvt or 24 speed trannys make a new 150 hp tractor have so much more pulling power then an old 8 speed or 16 speed tractor.
