You can try downloading Apex from Stellar Support. It will be under Downloads and Updates and will look like an Apex update but will be the actual program. This will include the updated SQL service that Apex has moved too. I have not run Apex on Windows 8 so I am not sure if this will work or not, but the download will be the most current version.
