The license part all depends on what the reciprocity agreement is between ND and SD.

I am in MN and we haul our corn 4 miles over the border into SD to go to an ethanol plant. We are ok with our farm plates because MN and SD have reciprocity for something like 50 miles from the border.

One thing we DO need for sure is the IFTA sticker. The SD DOT made sure to educate all of the MN trucks very quickly when this plant opened back in 2003. The fuel tax was really all that the SD DOT seemed to be conerned about.

So, yes I think they are going to worry about the fuel on that short distance.

I don't remember for sure what the deal was on the DOT number because we already had one but I do think that SD wanted a DOT number as well.
