The system pressure it builds up is based on the resistance to oil flow or where the relief valve is set when the cylinder is stalled or flow is blocked. If it only takes 1000 psi to split the log that is all the pressure you will develop in the system.
So it sounds to me like the splitter is working the way it was designed to work. This is true of any open center hydraulic system.
