Yes I think row cleaners would help along with a little soluble P in the row trench. It will really take the edge off those spots and help the corn overall. Both are standard practice for me.
That sure is heavy residue and I have seen similar in Ohio and Pennsylvania but I think your typical weather will really protect the soil, temperature, soil life and plant roots through the growing season.
