Why are some cattlemen so relaxed about their cattle being out?  Not saying all of them but it appears to be a common issue.  Have a family remember that has a small beef herd that has a huge problem with keeping critters in.  I have helped put cows back in countless times.  He lives relatively close by and if we see cows out when we go by we call and give heads up.  The response is now unless the cows are on the busy highway don't call because we can't keep them in.  It seems to be the same two out all the time if they where mine they would be headed to the sale or the butcher.  When I was growing up if the cows got out it was a emergency and you dropped everything and got them back in.
