We have a neighbor whose cows typically get out into our fields at least once a year, never as bad as your pictures though. The first year we offered to repair our half of the fence and did but he has yet to ever repair his in over 20 years. In this time our replaced fence is to the point it needs repair. We have let a grass driveway along the creek on our property to alow him axcess to the back part of his pasture since he doesn't want to put a small colvert in to cross on his own. If his cattle get out and do any major damage, we call him and let him know. Then we proceed to monitor his place and go visit him when he comes home to get his insurance info. We turn in a claim for his company and tell the adjuster that we must be there when he comes out. The neighbor never shows up. The adjuster knows dad well by now. Imho, you should have never combined it until it was appraised or at least left check strips. Neither you nor your insurance should have to pay, his should but its probably too late for that. You do have some pictures for evidence so maybe send him a bill for the loss but that's a total shot in the dark to wether or not you will get paid. Sorry and good luck.
