Any way to fix sand???

We leveled sand dunes for 6 months with a set of 12 yard carry-alls back in 1998 on a 500 acre pivot. Anywhere we raked the top 6" off and didnt put top soil back would only grow 50 bushel corn. The rest of field that had a little top soil would grow 270 bu corn. Field as an average would not yield over 180 bushel. We tried 20 tons of manure two years in a row. Didn't help a bit. Maybe if a guy put 200 ton on those sugar sand hilltops it might help. The corn stalks ground up might help also. We switched our hilltop spots like that to no till. I use the sprayer to put liquid on in those spots. That helped them a bunch and we never plow those hilltops now. Also Alfalfa or potatoes will grow awesome in those sandy low OM fields if that is an option.
