Bremen, KS.
I just recently turned bred cows out onto cropland. The cropland is approx 1/3 milo stalks (some, but not a whole lot out there after we raked and baled), 1/3 greens (some brome grass, mostly growing wheat and rye), and 1/3 soybean stubble. They also have access to some grazed down summer pasture (native prairie) which is about 1/3 the total cropland.

Right now the cows are spending the majority of their time on the greens and milo stalks, but I'm confident they will pick around on the soy stubble when the greens get less.

Can I safely spread my starter fert on the soy stubble with basically no precip in sight? Wait until right before a possible rain or snow? Wait until cows are moved off?

The fertilizer rate would be about 120lbs-130lbs of 11-52-0, 20lbs-30lbs of 0-0-60, 10lbs of zinc, 10lbs of sulfur, and 5lbs of boron.
