Our easement states what can be put on the right of way.  It is for a twin circuit 345kv powerline and for communication for the purposes of operating that line only.  One of the top shield cables has a communication circuit inside of it but for communication up and down the line from one power station to the other for operation of the line.  They can not even add another circuit to the existing  poles.

In our state that is the one good thing about condemnetaion is that the law will only allow the company condem for what the Public Utility Commission states is to be built.  In a negoiation they will attempt to grab all the rights that they can but under condemnation the law only allows them to take enought to build the intended utility.
