that is correct.  As I recall, there is a 66-foot setback on using atrazine from the point where water enters a stream from a field.  This is not to say there is a 66-foot setback the whole way along the stream, but at the point where water leaves the field and enters a stream.

So, if a field borders a stream, and water leaves the field the whole way along that border, then the setback would be the whole way along that border.  If water leaves the field only at one point along that border, then the setback is 66-feet only at that point.  

At least, that is the way I understand it.
