No.

Water does not run uphill.

I understand what you are trying to design, and it will only give problems, it will not work.

Neighbor wanted to do that in the 1950's, it didn't work then, it won't work now.

Looks good on paper that you should get some results, but there are 10 different reasons you will not get good results in actual practice.

You need a free flow out to ground level at your property line. That might not be deep enough for your needs, but it the only way it will work.

A pump would work to lift your water over the line, but that is extra cost and likely will not pass the water flow rules on dumping water across property lines?
