I think the P30 is the one I have, I know it wasn't that expensive here at the local Co-op. I also have a Speed rite of similar power, it runs the battery down faster, and no more voltage ( My tester only measures voltage, not Joules). I have mine in a 15 gallon soap barrel with a hole cut out and re-attached with hinges, bolted to a post, battery and charger inside, and the solar panel mounted on top, tilted to the south. The clamps on the battery leads that come with the charger will corrode, so I think it would be good to look at something to prevent corrosion of the clamps. A lot of grounding is the trick to making it work well in my opinion. I think it would keep your fence hot, like all electric it pays to check it regularly.
