More or less. Modern engine designs err towards the side of clean emissions at the cost of fuel efficiency. Having the fuel still burn at the tale end of the power stroke helps burn the bad stuff in the exhaust as it exits the engine, but does nothing for power.

Most of my basis comes from engines with static timing (B series Cummins, 3406B Cat, etc.). engines with electronic timing control will add more efficiency from timing advances due to the fact they can change the start of the injection event based on the engine's needs.

There is a point of loss of gains through timing advance, that is some where in the 20+ degree before TDC area, depending on the engine.

Timing advance is a good way to add a small amount of power and decent increase in fuel economy, without adding undue stress to the engine and fuel system, at the cost of more particulate emissions from the exhaust pipe, which the EPA frowns upon.
