It's everyone business in the area who is involved with Farming. With Stamp paying close to double normal rent for the area, it messes up the market a lot.
I spoke with one Land Lord who was getting $200.00 per acre for heavy dry land. He got paid half in the Spring. The other $100 per acre is due I am guessing by Jan 1st 2013 or say December 31 2012.
