Mark, I think you're not yet acquainted with the Eastern blessing of CYA bureaucrats. Sure, when MN was quarantined I could have probably shipped my calves to NM, but I was told I couldn't haul them to Iowa without doing a full-herd TB test until Iowa recognized Minnesota's split-state TB status.
Maybe I was fed bad information, but it sounds like normal procedure around here.
