I had a similar problem. It may be you aren't connected. If you are too far from the source you may be dropping out. In other words you can't get higher speeds.
If as trf64 is correct then it's an easy fix. If it's not a proxy problem then you need to contact your ISP (Internet service provider) and have them check.
