Not sure if all brands have them or not but we have a Hunter fan and it has a little circuit board in the light housing that is a wattage limiter, it's some government requirement that limits them to 190 watts to conserve electricity.  Last week the lights on that fan started to pulse on and off and after doing some research I took the wattage limiter out and it works fine now.
