Hire someone with a thermal imaging camera to check it all out. Try to find one who is independent and not selling anything like a home inspector. They will give you a guide as to where to start to get the best bang for your buck, After you get insulated have them come back and make sure nothing was missed. It won't cost too much, and in the end it will end up paying you back in getting a quality job and spending your budget efficiently.
