Iowa
Full season corn planted April 19th recently came out at 16%. It did not mature when a lot of other corn did.

Livestock farms have a lot more going on besides harvest, and often more urgent things to get done. Harvest for them is often something that has to be planned by the calendar to some degree, and most years it is not wise to plan a break in the livestock schedule to do corn harvest in September.

Some livestock farms leave some corn standing a little longer so they can pick it and get the stalks baled without getting rained on. There have been lots of small rains pop up. If they stopped to bale the stalks during a dry spell half way through harvest, they could still have some corn standing.

EDIT:

I might also add that in some cases the increasing burden of government regulations have effectively allowed anti ag activists to take over the management of some farms without ever setting foot on one or paying for it, or being accountable for the damages. They now control when and how manure is applied with some strict deadlines and a zero tolorance policy for any applications outside of their criteria. That can tend to force some to stop and applly manure when they'd rather finish harvest while they are at it.
