A quick scan of the article says they (at least some) are working in tents with up to 60mph winds expected. The closed facilities are essentially doing office paper processing. The warming shelters that were closed were buses. The article bounced all over the place, so I may have missed some fully functioning indoor closures as well. It kind of makes sense not to have people gathering in a location that isn't capable of providing protection for the weather that is expected. Again, I only quick scanned the article, so I may have misunderstood it. |
