Leesburg, Ohio | Had a crash course in knotter repair from a really good baler guy from our local NH dealer. Some things to check:
Wiper arm clearance: unpin one side of knotter, rotate up. Hold wiper arm toward bill hook. Arm to bill hook clearance = 3/8 to 1/2" at closest point in upward rotation of knotter assembly. Carefully bend to spec. Should be a good bit of drag when rotating back down to put pin in.
Flat springs: Should be enough tension on FLAT (not coil) spring that tensions twine holder disc, to keep twine locked in disc. Make sure flat spring is not broken. Tighten bolt on end of spring facing you.
Twine discs: replace holder section in twine disc that is held by flat spring, if holder shows wear. Unbolt flat spring to take tension off.
Twine pickup plates: there are two flat, teardrop-shaped plates under the knotters on the top of the bale case that pick the twine off the needles. There is a 6" coil spring on the front side of the left-hand knotter that hold these pick-ups out of the way until it ties. Make sure coil spring is not broken...won't tie at all.
Worn bill hooks can be replaced by rotating knotter section upwards to flat spot on bill hook drive gear, and driving roll pin out of gear.
I'm sure an experienced tech can do more, but these were the major points he showed me.
