Being an honored victim of billbugs for 6 years now, with 98% confidence I'm sure those are not a billbug damaged plants.

Billbug damaged plants will be much shorter than normal stalks around them, they have white/yellow streaking of the leafs in the whorl and those leaves will be twisted & mangled all up. tell tale sign is the biggest leaves will usually have several sets of 3 holes in them where the bill was poked through the young stalk.

Don't know what the problem is there, but I feel you can safely rule out billbugs. Joe
