I would say it is condensed moisture.it could come from a lot of places and not many are good. A plugged or restricted breather would be the best choice. After that it could be lots of things from a bad gasket to cracked head. Had a tractor that had about the same thing with less than a thousand hours.Every time we checked the oil it would be this gummy slime on the filler cap. Five years later it was found to have cracked head. Never did a serious amount of damage cause we never did over haul it.Just put on a new head. That was 15 years ago and still going strong. Course it was a Massey so it is to be expected. =(:)
