If you have stalks, stockpiled grass, low quality hay,etc to graze along with the wheat, you can time limit graze the wheat to make it go further and not get the cows too fat. If they have plenty of other roughage, turn them into the wheat 3 times(say mon, wed, fri) a week for about 1 1/2 hours each time. This will provide all the protein they need and will really stretch the wheat. To get them to more easily move off the wheat when their time is up feed them a few cubes in the non wheat area to draw them thru the gate. After a few times they will get to where they will readily leave the wheat when you come get them even without cubes. Seems like the cows adapt quicker than the cowman in many cases.

Have seen cows get pretty fat when given unlimited access to wheat all winter, so the time limit helps you manage their bcs.

With broadcasting the seed, I would recommend putting out a lot of seed, say 2 to3+ bu/ac. There will be a lot less seedling survival than if you drill it.
