Hammerdrill and bit the best hands down. DO NOT let the hamerdrill bit tip touch metal, dulls them immeadiatly. Make sure your hole is right where you want it, there is no straightening or reaming out in concrete. Once that anchor bolt is in there it isn't coming back out even if you haven't drawn up the wedges yet. There are some anchor bolts the you drive a pin down to set the wedges, I could never make them hold for very long. Once in a while a stainless one would give me trouble if the threads get damaged a little, they can spin in the hole then and like I said they ain't coming out, so be extra careful of the threads. You can have 4 of them in place and ready to go in about 15 minutes with a hammerdrill. I have a Milwalkee 1/2 inch that can rip your arms off if you aren't hanging on and paying attention and a 18V Dewalt cordless that is also a hammerdrill. If you need an excuse to get a new cordless this is it. Good luck
